product with two different rates

I am the owner of a fishing resort, I have boats for rent and have two levels of clients - guests at the resort and the general public. they each have different rental rates but for the same product. 

I don't want to double book clients and I want the guest to access the boat rental when they book their stay.

Any thoughts on how to do that?
